This project was performed in full compliance with GIAA's Airport Security Program, Security directives, Emergency Amendments, and FAA regulations.
The construction activities included but were not limited to the construction of a new, regulatory, compliant ARFF Facility to accommodate: 1. The station’s apparatus bays; 2. Living and working quarters to accommodate the corresponding number of personnel to operate the ARFF apparatuses; 3. Ancillary facilities, and 4. A 20k gallon steel water tank.
KHLG delivers expert Construction Management services for the GIAA Terminal Building Roof Replacement and Renewable Energy System.
This project includes the removal and replacement of the existing airport terminal roof with a high-performance insulated roofing system featuring urethane waterproofing, along with concrete roof surface repairs. The scope also covers MEP system upgrades and retrofits, including plumbing, HVAC, ventilation, and fire protection, as well as roof drain cleaning and installation of new water piping and hose bibbs to support solar maintenance. Structural steel foundations will be constructed to accommodate future solar panel installation in Phase 2. All impacted structural, architectural, mechanical, electrical, and plumbing components will be efficiently restored, relocated, or upgraded to meet modern standards.
The project is a construction of 16,000 sf one-story Public Health Laboratory on standard foundations, with pre-cast concrete walls, pre-cast concrete floor columns, pre-cast concrete roof and roofing.
The spaces include offices, toilet rooms, low risk Biosafety area, Biosafety Laboratory 3 areas, laboratory support area, building support spaces, utility room and specialty equipment’s that will provide testing and research to help improve the health of all citizens of Guam. This facility sits on approximately 10-acre lot that includes a scope for site preparations, roadways, parking lots, pedestrian paving, fencing and gates, landscaping, site civil/mechanical utilities, and electrical utilities.
KHLG is providing construction management services in the Republic of Palau for Phase 1 of the Palau International Airport – Runway Pavement Surface Improvement Project.
The construction will require intermittent closure of the Palau International Airport’s only runway to perform spot repairs, application of sealcoat and permanent markings.
The United States Tennis Association (USTA) designed facility is home to 11 full sized tennis courts, and 4 mini-sized tennis courts. In addition to the tennis courts, the Guam National Tennis Center (GNTC) building includes restrooms, with lockers and shower facilities, an office, covered common area spaces, storage rooms, and upper deck rooftop seating for 360° views of the facility.

Revises erosion control plans, develops Stormwater Pollution Prevention Plan, and redesigns post-construction Best Management Practices (BMPs) and sediment basins.
Fieldwork and development of an Environmental Condition Property (ECP)/Property Condition Assessment (PCA) report in accordance with National Guard, Army, and ASTM standards.
Conducted a comprehensive inventory of stationary air emission sources and assessed compliance with the Clean Air Act (CAA) and Guam Air Pollution Control Standards and Regulations (GAPCSR).
Updated the SPCC Plan and provided technical training at Andersen Air Force Base, ensuring compliance with 40 CFR 112, AR 200-1, and applicable spill response regulations.
Updated the HMWMP for GUARNG, G9 Construction, and CFMO, simplifying the plan and integrating key improvements from the EPAS report.
Developed and coordinated an Asphalt Batch Plant Air Permit, including emissions calculations, site inspections, and review of as-built and property records.
Provided environmental engineering support to Joint Region Marianas and Department of Defense (DoD) stakeholders to facilitate regulatory coordination, compliance, and permitting across the Marianas Islands. Services included review of designs and permit applications, coordination with EPA and territorial agencies, compliance inspections, and quality assurance of regulatory documentation. The effort helped streamline approvals, improve submittal quality, and minimize project delays in support of DoD mission priorities.
Provided Environmental Coordinator and program management support to Joint Region Marianas in the CNMI Area of Responsibility to advance DoD environmental, design, and construction initiatives. Services included preparation and review of environmental documentation, coordination with CNMI agencies (CBMA and BECQ), regulatory integration, and support for permitting and land use requirements. The role also supported leadership through technical advisement, coordination meetings, and monitoring of mitigation measures to reduce risks, prevent delays and cost growth, and strengthen environmental compliance for MILCON and related projects.

KHLG provided assessment services in response to Typhoon Mawar for facilities in Naval Base Guam. Our team conducted detailed inspections of infrastructure, buildings, and utilities to identify damages and prioritize repair efforts. KHLG evaluated the structural integrity of affected facilities, assessed environmental impacts, and developed restoration plans to ensure swift recovery.
KHLG provided civil design services for the Island Girl Coffee N' Quenchers project. The design includes site layout, grading, drainage, utilities, traffic plans and infrastructure to ensure proper integration with the surrounding environment while adhering to local regulations and standards.
